I am evaluating this software and these are the problems I am having:
(1) There is no way to paste multiple items from the paste menu (major problem)
(2) Each time I paste an item from the paste menu that item is added to the paste menu list again AND to the latest clips list. If this is intended behavior this is quite strange.

Some explanations:
1) You are right, there is no way to paste multiple clips from the Paste Menu. You can create a new latest clip from the selected clips to paste its content as the content of 4 clips. Take a look at the GIF image that demonstrates how to do this:

2) How this should work:
- When you copy something, a new latest clip is created. It will be added to the top of the Latest Clips collection;
- When you copy something, and the latest clip with the same data already exists, it will be moved to the top of the Latest Clips collection. In this case, a new latest clip is not created;
- When you paste any latest clip, it moves to the top as the recently used clip;
- When you paste any saved clip, its content is inserted into the clipboard and a new latest clip is created from this content.
This is implemented to avoid the following scenario:
The saved clips, that are used in the current work, can be placed in the different subfolders. To use these clips again, you have to navigate to these folders again in the Paste Menu. Sometimes this is annoying, especially when these folders are deeply in the folder hierarchy. Since the latest clips are considered as the main current working materials, each used saved clip is copied here. This helps to use saved clips the next time faster.
